1. The state implements a licensing system for the distribution of domestic online dramas.

2. The radio and television administrative department of the State Council is responsible for accepting applications from central units and their directly affiliated institutions holding the "Radio and Television Program Production and Operation Permit", and provincial radio and television administrative departments are responsible for accepting applications from radio and television broadcasting institutions, Applications from TV program production and management organizations, etc.

3. The competent radio and television department of the State Council is responsible for formulating the implementation regulations for the distribution licensing of domestic online drama films. The radio and television authorities shall formulate corresponding guidelines for handling matters in accordance with the implementation norms. All provincial radio and television authorities should strictly follow the guidelines, strengthen the license management of domestically produced online dramas in the region, take targeted measures in light of the actual work, and promote the standardization, standardization, and facilitation of relevant government services.

Fourth, the radio and television authorities should continue to improve the whole-chain supervision of domestic online dramas before, during and after the event. According to the characteristics of Internet laws and the actual management of online dramas, the radio and television authorities adopt a strategy of combining hierarchical supervision, key supervision, dynamic supervision, and subject supervision, and implement targeted, differentiated, and precise management measures.

5. The radio and television authorities shall implement key supervision over key domestic network dramas. Online dramas, online micro-short dramas, online movies, and online cartoons that meet one or more of the following conditions shall obtain the "Internet Drama Distribution License" issued by the competent radio and television department in accordance with the law:

1. If the investment amount is relatively large, the specific amount shall be adjusted and notified in due course by the radio and television department of the State Council according to the actual development and management of the network audio-visual industry;

2. It is mainly promoted by investment promotion of network audio-visual program service agencies;

3. It is recommended to be broadcast on the first screen of the homepage of the website (client), special sections or special columns;

4. Give priority to members to watch or provide viewing services in a paid way;

5. The subject of production and distribution of online dramas voluntarily declares in accordance with key online dramas.

6. When major domestic online dramas are broadcast online, a unified logo should be used, the program distribution license number should be accurately marked, and it should be displayed in a prominent position at the beginning of the program.

7. For domestically produced online dramas other than those stipulated in Article 5 of this notice, online audio-visual program service agencies shall strictly fulfill their main responsibilities, implement the management system of reviewing first and broadcasting later, implement the management requirements such as the chief editor content responsibility system, and establish, improve, perfect and effective review mechanism. The competent departments of radio and television should effectively strengthen the random review and monitoring of the content to be launched, and strengthen the supervision of the broadcasting behavior of network audio-visual program service organizations.

8. For the production and broadcast of domestic online dramas with major themes or special themes involving politics, military, diplomacy, national security, united front, ethnicity, religion, justice, public security, etc., the relevant competent departments of the people's governments at or above the provincial level or relevant parties written comments.

9. The radio and television authorities shall support and encourage the creation and broadcast of excellent domestic online dramas. For domestic online dramas that have been included in the key support plans of the central and provincial party committees, governments, and publicity management departments, we will open up green channels for licensing review and acceptance, strengthen guidance and assistance throughout the process, distribute support funds, recommend and judge awards, and accumulate the reputation of production and distribution entities. and other ways to focus on and support.

10. The competent radio and television departments should conscientiously implement the requirements of the responsibility system for ideological work, starting from the work needs of actively preventing and responding to the ever-changing hidden dangers of ideological risks on the Internet, and strengthening the risk prediction, dynamic regulation and control of online dramas broadcast on the Internet. Supervision. Take effective management measures in a timely manner for online dramas that have problems.

11. The conditions, standards, measures, practices, etc. for the licensing and distribution service management of key domestic online dramas shall be extended to other online dramas as appropriate in light of the actual development of the content management work of online dramas.

12. For domestic TV dramas broadcast on the Internet, a "TV Drama Distribution License" (name to be determined) shall be held, which shall comply with the relevant national management regulations on radio and television programs and online audio-visual programs.

13. The competent department of radio and television under the State Council or the competent department of radio and television at the provincial level may, according to the needs of public interests, regulate and control the online dramas broadcast by online audio-visual program service agencies, and may make temporary suspension, postponement of broadcast, or request for modification Wait for a decision.

14. The above requirements will be implemented from June 1, 2022. Those who have passed the review of the content of online dramas by the radio and television authorities before May 31, 2022 (inclusive), shall follow the original management requirements.
