Notice of the General Office of the Ministry of Culture and Tourism on Organizing and Implementing the 2023 National Performance Broker Qualification Examination
The culture and tourism departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, and the Culture, Sports, Radio, Television, and Tourism Bureau of Xinjiang Production and Construction Corps:
According to the work arrangement, the 2023 National Performance Broker Qualification Examination is scheduled to be held on May 20, 2023. In order to do a good job in the qualification examination, the relevant matters are hereby notified as follows.
1. Registration conditions
(1) Persons who meet the following conditions at the same time can sign up for the National Performance Broker Qualification Examination:
1. Has the nationality of the People's Republic of China;
2. Uphold the Constitution of the People's Republic of China, and have good political quality, professional level and moral character;
3. Have a senior high school, secondary professional school or above;
4. At least 18 years old, with full capacity for civil conduct.
(2) Personnel under any of the following circumstances are not allowed to register for the National Performance Broker Qualification Examination:
1. Those who have been disqualified from the examination for reasons such as violating examination discipline and disturbing the order of the examination for less than 2 years;
2. Due to violation of the "Regulations on the Administration of Commercial Performances" and its implementation rules, etc., it is determined to be a seriously dishonest entity in the cultural market.
2. Application procedure
Registration for the National Performance Broker Qualification Examination takes the form of online registration. The registration process includes submission of registration information, payment of fees, and downloading of the admission ticket.
(1) Submit registration information
From 9:00 on March 6, 2023 to 17:00 on March 27, 2023, candidates can submit registration information through the examination registration portal of the National Cultural Market Technology Supervision and Service Platform (ccm.mct.gov.cn). Candidates must truthfully and accurately fill in their personal information in accordance with the test requirements and platform prompts, and upload a recent 1-inch white-background bareheaded photo of themselves, a scanned copy of their ID card, etc. that meet the requirements. For the specific requirements for uploading information materials, please refer to the registration platform for the National Performance Broker Qualification Examination.
The information uploaded by candidates will be used to make admission tickets, test admission verification and qualification certificates after passing the test. Please ensure that the information filled in is true and accurate before submitting registration information. Candidate registration information will not be changed after submission. Candidates shall be solely responsible for failure to take the exam and incorrect certificate information due to incorrect personal information.
(2) Payment
Candidates can log in to the exam registration platform to pay after submitting the registration information. The deadline for payment is 17:00, March 28, 2023. The total examination fee is 130 yuan/person (the standard fee for each subject is 65 yuan/person, individual subject examinations and fees are not accepted). After the applicant completes the payment, the registration information cannot be changed, and the registration fee will not be refunded.
(3) Download the admission ticket
From 9:00 on May 15, 2023, candidates can log in to the test registration platform to download the test admission ticket and print it out by themselves. Candidates who have not paid the fee are deemed to have given up their qualifications for the exam and cannot download and print the admission ticket.
3. Examination subjects and examination syllabus
The national performance agent qualification examination is in the form of a closed-book examination, and a unified national computer examination is implemented. The examination subjects include: Subject 1 "Ideological, Political and Legal Basis" and Subject 2 "Policy and Brokerage Practice in the Performance Market". The test time for each subject is 60 minutes, for a total of 120 minutes for the two subjects. In the 120-minute test time, the two subjects are conducted consecutively, and there is no rest between subjects. The syllabus for the 2023 National Performance Broker Qualification Examination will be released through the government portal website of the Ministry of Culture and Tourism (www.mct.gov.cn), please pay attention in time.
4. Exam time
10:00—12:00, May 20, 2023
(Subject 1: 10:00—11:00)
(Subject 2: 11:00—12:00)
5. Test site setting
The 2023 National Performance Broker Qualification Examination will be held in provincial capitals and some other cities across the country. Candidates can choose by themselves when they register, and they cannot be changed after the registration is successful. The final test location is subject to the information on the admission ticket. Candidates who apply across regions should pay attention to the latest epidemic prevention and control requirements of the cities where they apply. Candidates are not allowed to re-register in multiple places.
6. Announcement of Examination Results
After candidates complete the two subject tests and submit the test papers, the system will automatically display the test results. The Ministry of Culture and Tourism will draw a passing score line according to the test situation, and the test results will be qualified if the single-subject scores of the two subjects meet the marking requirements.
From 9:00 on June 19, 2023, candidates can log on to the test registration platform to check the passing score of the test.
7. Certificate Issuance
Candidates who pass the exam should pay attention to the announcement of the national cultural market technology supervision and service platform on the issuance of certificates, and apply for the performance broker qualification certificate in time.
8. Other matters
(1) Relevant requirements for epidemic prevention and control
On the day of the test, candidates should consciously cooperate with the epidemic prevention and control work in accordance with the various epidemic prevention requirements of the test site.
(2) Application requirements for residents of Hong Kong, Macau and Taiwan
1. Chinese citizens who are permanent residents of Hong Kong and Macau, China, apply for the National Performance Broker Qualification Examination, and they should use the Mainland Travel Permit for Hong Kong and Macau residents to register. Residents of the Taiwan region of China who enroll in the National Qualification Examination for Performance Brokers should use the Mainland Travel Permit for Taiwan Residents to register.
2. Other requirements for residents of Hong Kong, Macao and Taiwan to participate in the National Performance Broker Qualification Examination are the same as those for mainland candidates.
(3) Reminders for application
The National Performance Broker Qualification Examination is organized by the Ministry of Culture and Tourism. There are no designated teaching materials, no training is organized, and no unit is authorized to carry out registration, training and other business related to the performance broker qualification examination.
9. Relevant work requirements
Provincial cultural and tourism administrative departments are responsible for the overall coordination, supervision and management of performance broker qualification examinations within their respective jurisdictions, strengthening examination management, implementing examination responsibilities, and strict examination discipline to ensure that the 2023 national performance broker qualification examination goes smoothly held.
(1) Strengthen examination management. All provincial cultural and tourism administrative departments should strengthen the whole-process management of the examination work, strictly implement the examination management measures, standardize the administrative approval procedures, and earnestly maintain the fairness, impartiality and authority of the examination.
(2) Implementation of examination responsibilities. All provincial cultural and tourism administrative departments must strictly implement examination responsibilities. Determine the responsible department and the person in charge of the special work, and be responsible for the communication and liaison work of the national performance agent qualification examination; send personnel to carry out inspection tours, and deal with and report emergencies in a timely manner.
(3) Strictly examine style and discipline. All provincial cultural and tourism administrative departments should take effective measures to prevent the occurrence of violations of regulations and disciplines in examinations, and deal with violations of regulations and disciplines in examinations in a timely manner according to law.
