According to the "Film Industry Promotion Law of the People's Republic of China" and the "Regulations on the Administration of Radio, Film and Television Festivals (Exhibitions) and Program Exchange Activities", the state supports domestic films to participate in overseas film festivals (exhibitions). Completed films can only participate in film festivals (exhibitions) after obtaining a film screening license. If it intends to participate in overseas film festivals (exhibitions), the legal person or other organization submitting the film should submit the relevant materials to the film authorities for filing before the overseas film festival (exhibition) is held.
The filing follows the principle of territoriality. Films are filed with the provincial film authorities that approved the project. Films that are directly approved by the National Film Administration are filed with the National Film Administration.
The filing entity should submit the filing materials 20 working days before the festival (exhibition): a filing application with the official seal of the applicant (including: the name of the film festival and exhibition in Chinese and English, time, location, contact person and telephone number of the film production unit), and a copy of the film's public screening license.
Short films participating in overseas film festivals shall follow the same procedures and the first domestic production unit or the legal person submitting the film to the festival shall register it with the National Film Administration.
